Fullerton, Ca -  In 2011, the City of Fullerton hired Michael Gennaco, chief attorney for the Los Angeles Office of Independent Review, to investigate the beating death of Kelly Thomas whose beating was caught on security surveillance cameras on July 5, 2011. See the video.

The report which was the third of as series of reports, stated that the department suffers from a "lack of accountability, oversight and proper training." However, the report fell short of placing fault of the Police Department's culture. It stated, "While we certainly took not of FPD employees who have violated the public's trust by committing crimes and violating policy, we found no culture of corruption."

In its first report released in February of 2012, it had cleared the City of Fullerton staff of falsifying or covering up facts to protect police, but the report found that false information was released after the death of Thomas which was caught of surveillance cameras. Contrary to police allegations, officers did not suffer injuries and Thomas was not involved in breaking into cars at the Fullerton Bus Depot. Police spokesman has said the officers suffered broken bones after the death of Thomas.

Immediately following Thomas' death, a police spokesman said the officers involved in the fight suffered broken bones when they didn't.

Many residents had a hard time believing the findings of the report including the fact that the maximum sentence one of the police officer's can expect is only 4 years as some described the police as "gangsters in badges" and other said, "this is all they got? I wonder how they would have gotten away without security camera video."
